Solved by verified expert:This is a continuation of the scenario presented in Units 3 and 4. The budget director has assigned you as the action officer to a DHS interagency working group to represent the agency or directorate. The purpose of the working group is to re-align DHS program priorities for the mid-year Congressional Budget Review. The budget director has received top-level approval of the AO’s previously submitted proposals. Each agency or directorate representative has an equal vote within the working group and voting authority assigned by the AO’s budget director. The working group members must assess each agency or directorate’s proposed mid-year realignments and determine a proposed Department (DHS) mid-year budget priorities realignment for presentation to the House and Senate Homeland Security Budget subcommittee. The AOs should represent the best interests of their parent agency or directorate to the working group. The working group shall be guided in their deliberations and actions by the DHS QHSR, BUR, StratPlan, and 2015 Budget in Brief (BOB).Individual PortionPrepare a PowerPoint briefing of the student’s Unit 3 and Unit 4 papers. The briefing shall include the following:A title slideAn agency description slide to include statutory missions, jurisdiction, and roles and responsibilitiesSupporting background information slideA program discussion slide to include mission, goals, objectives, and metrics (from the student’s Unit 3 Individual Project)Justification for reprioritizationRecommendations to the working groupThis PowerPoint presentation should be at least ten slides in length and include speaker notes and additional backup information slides as deemed necessary by the student. The student should submit the completed PowerPoint to the course instructor and to his or her small group area. This task is worth 100 points.Instructions:Model AnswerThe student should be providing professional-level information and decision support documents. Writing style, writing mechanics, format, and content are key elements for grading and preparing the student for entry into the homeland security profession. Grading feedback to the student that addresses each of these areas is critical for student success and professional preparation and education. The student shall use the provided report template.Part 1The student’s PowerPoint presentation captures salient points of the student’s IP 3 paper and makes appropriate recommendations. The PowerPoint presentation is professional and appropriate in nature to include speaker notes with documentation (citations and references). The presentation avoids personal opinions and supports all statements of fact with citations. The student submits to small group and instructor.Part 1 – Individual PP PresentationFor the Part 1 PowerPoint presentation, no matter what number of slides you may have read from anywhere else, as the ultimate superseding instruction, you are to prepare no fewer than 10 or more than 12 total slides including the following five required supporting slides: (1) cover/title slide, (2) agenda slide, (3) conclusion slide, (4) references slide, and (5) questions (?) slide. Hence, the number of body slides for your presentation will be seven (7) slides. Therefore, 5 required supporting slides plus 7 body slides equal to 12 total slides. Thus, if you chose to have 10 total slides, it would equal 5 required supporting slides plus 5 body slides equal to 10 total slides.

File 7: PowerPoint Presentation Suggestions
By Dr. Bob Uda
January 1, 2019
Please be sure that your PowerPoint presentations meet all of the following requirements:
1. Do not use Times New Roman (TNR) font throughout your PP presentation. Instead, use
a san serif font, i.e., Arial (preferred), Helvetica, Calibri, etc. Use the TNR text primarily
for the body text of your papers.
2. Your cover slide should show the same three lines of text as you have for your papers in
the proper order, i.e., Title of your paper, your name, and the name of the school
(Columbia Southern University or Colorado Technical University Online, whichever
applies).
3. The bold title of your presentation and all bold slide titles should have from one to five
words (max.) in length.
4. Do not make your slides “too busy.” In other words, do not use complete sentences or
paragraphs in any of your slide presentations. You want the audience to focus on you as
the presenter. If they had to read all of your words, their attention will be neither on you
nor on what you are saying. Therefore, do your slides in compliance with the KISS
Principle, i.e., Keep It Short and Simple (KISS).
5. All bullet phrases should have from one to five words (max.) in length.
6. You should always have a bare minimum of two reference entries and a bare minimum of
two corresponding in-text citations. One should be your assigned textbook, and the other
should be a peer-reviewed journal article or book.
7. Your article/book/document titles should be initial capped on the first word and the first
word after a colon. The rest of the words should be lowercase except for formal
nouns/names. Italicize book titles and journal names/volume number.
8. For book publishers, always add the State after the city. Therefore, it should look like
this: Boca Raton, FL: CRC Press.
9. Always include an “Agenda” slide immediately following your cover/title slide and a
“Conclusion” slide (which may also be your “Recommendations” slide) at the end before
your list of “References” slide.
10. Your “Questions?” slide should be your last slide.
11. Number your slides in the bottom right-hand corner.
12. Do not use a dark-color or black background. It is harder to read the slides, and it puts
some of your audience to sleep because the briefing room will be dark.
13. Please remember these things when you prepare your next PP presentation.

THE U.S CITIZENSHIP AND IMMIGRATION SERVICES
Abstract
This information paper provides details about the U.S Citizenship and Immigration
Services agency. This agency is under the Department of Homeland Security, and it serves a
vital role in administering the legal immigration system. The functions of the USCIS are
explained in this essay, and these roles have been outlined in the table found in the introduction
of this article (Table 1). Also, the legal missions and the objectives of USCIS have been
described. Additionally, the analysis of how the objectives assist in addressing the challenges of
the agency has been described in the paper. A recommendation of the priority objectives has
been provided by the author too.

THE U.S CITIZENSHIP AND IMMIGRATION SERVICES
The U.S Citizenship and Immigration Services
One of the busiest agencies under the Department of Homeland Security (DHS) is the
U.S Citizenship and Immigration Services (USCIS). It is tasked with the responsibility of
managing the legal immigration system and its workforce consisting of over nineteen thousand
federal government employees handles numerous immigration and naturalization requests daily.
Moreover, the agency ensures that it makes timely and professional decisions, and it takes acute
care to make sure that U.S workers are not adversely impacted by the immigration of workers
from foreign nations. The following table summarizes the roles of the USCIS.

The Roles of the USCIS
Adjudicating benefit requests and petitions for:
• Citizens and naturalization
• Family-based immigration
• Employment-based non-immigrant and immigrant petitions
• Adoptions
• Temporary visa
Manages humanitarian initiatives and supports U.S law and global obligations
Administering the E-verify initiative
Preventing, searching, and solving vulnerabilities or issues in the legal immigration system
Supporting the assimilation and integration of legal immigrants into the U.S
The information used to fill this table was retrieved from the USCIS strategic plan for 2019-2021.

Legal Mission
The mission of the USCIS is clearly stated in its mission statement. The mission
statement emphasizes the responsibility of the agency to manage America’s legal immigration
system. Additionally, the agency also secures the immigration system’s integrity and ensures that
it fulfills its promise. USCIS accomplishes this by effectively and honestly adjudicating requests
for immigration benefits while securing American citizens, protecting the homeland, and
honoring American values (USCIS, 2018).
Apart from the mission statement, the USCIS also presents its legal mission in its legal
disclaimer. The USCIS clearly states that it has an office of the USCIS Chief Counsel. The
purpose of the USCIS Chief Counsel is to offer legal guidelines to immigration agents regarding
any problems that emerge as they fulfill their official responsibilities. Additionally, the office
does not give legal views to people or factions outside of the USCIS and the DHS (USCIS,
2018).
Five Objectives of the USCIS
In the USCIS strategic plan, various objectives are listed. Even though they are
numerous, the following are five objectives that are crucial in the development of the USCIS:

To hire, enhance, and keep diverse, highly trained, and flexible employees.

To capture and control known and unknown threats to the legal immigration system.

To optimize the quality and timeliness of all elements of the benefits adjudication
procedures.
THE U.S CITIZENSHIP AND IMMIGRATION SERVICES

6
To change and transform from a paper-based environment and database into a digital
environment.

To support partnership and creativity to grow opportunities for workers to be involved in
the decision-making process.
Analysis of the Objectives
One of the challenges that face USCIS is the huge workload and the requests that they
have to adjudicate daily. For example, in the 2018 fiscal year, the two hundred USCIS offices in
America settled over eight million applications (U.S Citizenship and Immigration Services,
2019). The efficiency of such programs depends on the talent of the workforce and retaining
talented and highly-trained employees. Therefore, the first objective of recruiting, developing,
and maintaining a highly educated and skilled workforce will assist in solving this challenge.
This is because the workers will significantly reduce the workload backlogs, and as long as they
are treated fairly and are adequately compensated, USCIS will retain these workers.
Moreover, since the U.S is a developed economy, it attracts many immigrants from all
over the world. All of these immigrants may avoid using the proper immigration channels, and
they might choose to exploit vulnerabilities in the immigration system. These risks may provide
avenues for single or persistent attacks that USCIS should avoid. Therefore, enhancing the threat
recognition techniques is incredibly vital for USCIS. This will ensure that USCIS fulfills the
second objective of identification of known and unknown threats.
With approximately eight million requests received by USCIS annually, it is crucial that
the agency boosts its efficiency. Processing over eight million requests annually can be a
massive task for the nineteen thousand employees. Therefore, this is a challenge that can be
THE U.S CITIZENSHIP AND IMMIGRATION SERVICES
7
solved by the third objective of optimizing quality and timeliness of all elements in the
adjudication procedure.
Another challenge is sharing documents across the nineteen thousand employees and the
two hundred USCIS offices located in different states in America. This is made harder by the
fact that USCIS operates in a paper-based environment. Therefore, the transition to a digital
environment will facilitate the easy application of requests online, reviews, and sharing of
documents among the employees and different offices across the U.S.A.
The other challenge that USCIS has is engaging all the workers and influencing
creativity. This challenge can be solved by encouraging partnerships and innovation among
workers. This is because collaborations among the workers ensure they share dialogue and ideas
about the progress of the agency. That boosts the creativity of the employees; hence resulting in
an improved USCIS.
Recommendation
The priorities for the USCIS should be hiring and retaining more highly skilled and
talented workers; and the transition to a digital environment. This is because it is typical for
immigration and naturalization requests to take extended periods before they are reviewed, and a
decision is made. The delays are mainly caused by the millions of applications that have to be
addressed by about nineteen thousand workers. Moreover, as seen in Table 1 above, the USCIS
also has many other roles except adjudication of requests. These responsibilities also have to be
satisfied with the nineteen thousand workers, which overstretches the workforce. Therefore,
increasing the quantity of the highly-skilled and highly-trained workforce will ensure the agency
THE U.S CITIZENSHIP AND IMMIGRATION SERVICES
has sufficient employees to satisfy the duties. Also, the use of digital platforms makes work
easier and faster.

Conclusion
The DHS has many agencies that help it in satisfying its mandate. One of these agencies
is the USCIS, which has the primary responsibility of managing the U.S legal immigration
system. Therefore, based on the objectives and mission of the agency, the USCIS should be in an
excellent position to ensure that the duties of the DHS are satisfied fully.

Department of Homeland Security Decision Support Paper
Purpose Statement
This is a decision support paper that will analyze different documentation in the
Department of Homeland Security (DHS) and provide recommendations based on identified
loopholes.
Background Discussion
The Quadrennial Homeland Security Review (QHSR) was the first published strategic
plan review in the history of the Department of Homeland Security (DHS). It aimed to build a
unity of purpose towards preventing terrorism and hazardous activities that threaten peace and
are a hindrance to the growth of the American economy. The QHSR comprises of DHS vision,
mission and specific goals for all of the following mission areas: prevention of terrorism and
enhancement of security, securing and management of borders, enforcement, and administration
of immigration laws, safeguarding and securing cyberspace, and ensuring resilience to disasters
(QHSR, 2014).
The bottom-up approach review (BUR) was meant to address the lack of unity among the
former organizations and entities that were operating individually before merging. The approach
mainly sought to help in aligning the organizational mission in response to QHSR. The main
objective of the review is improving DHS performance in the five mission areas; which are
enhancing the accountability of the allocated resources, departmental operations, and
management (BUR, 2015).
DEPARTMENT OF HOMELAND SECURITY DECISION SUPPORT PAPER

The Department of Homeland Security (DHS) Fiscal Years (FY) 2014–2018 Strategic
Plan’s (StratPlan) aim was to maintain and enhance unity in the DHS. This was to be achieved
through collaborated and transparent decision making in the course of planning, programming,
budgeting, and implementing processes. Additionally, priority activities in mission areas were
identified to accord them the required priority in terms of investment, stakeholder engagement,
strategic and operational planning. Finally, the DHS FY2015 Budget in Brief (BIB) aim was to
enable effective and efficient management of resources by lowering costs where possible,
enhancing resource sharing, and the smooth running operations (DHS 2014).
Analysis Methodology Discussion
The approach that will be used will entail scrutiny of the three documents (HSQR, BUR,
and BIB), their objectives, a summary of their key achievements, and recommendations for
possible future improvement.
Summary and findings of review for each specified document
Homeland Security Quadrennial Review (HSQR) intends to achieve the six mission
activities within the lowest budget possible. The documentation realizes the ever-growing
security threat in the specific mission areas, which is essential in ensuring continued security for
the American people. For instance, it recommends involving a well informed, highly active, and
networked group of partners and stakeholders in readiness for terror attacks from vigilante
groups. An example is the Al-Qaida terror group located in the Arabian Peninsula, which
continues to strategize on terror attacks against America. The continued wit and wisdom
exhibited in the various terror attacks and other issues such as cybersecurity demand strategic
